Durable Dormitory Furniture for the D.C. National Guard: A Government Facility Case Study
The District of Columbia National Guard’s Capital Guardian Youth ChalleNGe Academy is a residential program that transforms the lives of at-risk youth through education, discipline, and leadership training. Located on the Oak Hill Campus in Laurel, Maryland, the academy needed dormitory furniture that could meet military-level durability standards while still supporting a comfortable, educational environment.
Norix Group, Inc. was chosen to deliver that balance. Through a collaborative design and installation process, Norix provided Titan® Series steel dormitory furniture, ComfortShield® Mattresses, and Progress Series Seating, creating a safe, functional, and supportive living space for 176 cadets across two dormitories.
Building Background: From Jail to Youth Academy
Before becoming home to the Youth ChalleNGe Academy, the Oak Hill Campus had a very different purpose. Once a correctional facility, it sat abandoned for years before being repurposed into a state-of-the-art educational complex. The District of Columbia Department of General Services (DGS) and the National Guard collaborated to transform the site into a center for structure, growth, and second chances.
The renovated 30-acre campus included 14 modernized buildings, with dormitories that required complete refurbishment. Norix was brought in to furnish two residential buildings, one for male cadets and one for female cadets, totaling 176 sleeping quarters. The goal was to create a secure, welcoming environment where youth could focus on learning and personal development within a structured program setting.
A Program Built on Discipline and Opportunity
The National Guard Youth ChalleNGe Program operates nationwide, offering community-based education and mentoring for young people aged 16–18 who are at risk of dropping out of school. The D.C. Academy mirrors this mission, using a 22-week residential model to teach cadets life skills, leadership, and academic excellence.
Program candidates first complete a two-week acclimation period, adjusting to the physical, mental, and social structure of the academy. Once enrolled as cadets, they participate in a 20-week regimented schedule that includes physical training, academic instruction, community service, and leadership development.
The dormitory environment plays a crucial role in that mission. Administrators wanted a space that reflected both discipline and support, providing durability without sacrificing comfort. The furnishings needed to align with the academy’s philosophy: structure, security, and pride in one’s environment.
“This campus was once a jail and once sat abandoned. Now hundreds of D.C. youth will find a second chance to put their lives on track towards college, work, and productive citizenship,” said Maj. Gen. Errol R. Schwartz, Commanding General of the D.C. National Guard.
Design Goals: Safety, Durability, and Functionality
The design brief for the new dormitories focused on creating an environment conducive to learning and self-improvement. Furniture would need to withstand heavy, daily use while contributing to a clean, organized setting that promotes accountability.
Key Objectives
Safety and Security: Every piece had to be structurally robust and tamper-resistant, minimizing potential misuse or injury.
Durability
The products needed to meet military-grade standards for strength and endurance.
Functionality
Surfaces had to be easy to clean, and the layout had to accommodate frequent inspections and reconfiguration.
Comfort and Aesthetics
Though durability was critical, the dormitories also needed to feel welcoming and professional, supporting a residential rather than institutional atmosphere.
The Norix Solution
During the design phase, Norix consultative specialists Joe Eustace and David MacKinnon met with project stakeholders—including Director R. Owen Johnson Jr., Youth Program Coordinator Mr. Raynald Blackwell, and other National Guard representatives.
To ensure confidence in the design, Norix brought a mobile furniture showroom directly to the site and created a mock-up dorm room at the D.C. National Guard Headquarters. After testing and reviewing several options, the team selected Norix products based on performance, appearance, and compliance with military-grade standards.

Installation and Implementation
Once furniture selections were finalized, Norix’s professional installation team coordinated with the D.C. Department of General Services and the National Guard to deliver and install the furnishings efficiently. The installation occurred in summer 2013, allowing the academy to open its doors for the July ribbon-cutting ceremony.
The project’s success relied on collaboration and precision, from the initial concept presentations to the final placement of furniture in each dormitory room. The result was a space that met the needs of both the cadets and the program staff, with a focus on long-term durability and performance.
“The Norix Titan Series was exactly what we needed—furniture that stands up to daily wear and supports our mission,” said Youth Program Coordinator Raynald Blackwell.
Results: A Safe, Structured, and Supportive Environment
The newly furnished dormitories transformed the Oak Hill Campus into a secure, inspiring place for growth and learning. Norix’s contributions aligned with the academy’s mission: creating a space where students could take pride in their surroundings and stay focused on personal success.
The success of the project was celebrated during the July 10, 2013 ribbon-cutting, hosted by Maj. Gen. Schwartz and attended by Mayor Vincent Gray and Senator Mary Landrieu. The event marked not just the reopening of a facility, but a rebirth of opportunity for D.C. youth.
